How do I get PayPal customer service to respond for account limitation?

My account has been limited because PayPal want our bank linked to the account, yet in Kenya we can only link debit or credit cards. Our kind of organization does not have these and the only banks we can link on paypal are US banks?? What I was asked to upload I think wasn't sufficient and we just want our funds.
Being unfamiliar with the tech stuff I seem to have let a lot of time pass, but now I have unsuccessfully tried to reach paypal via email or phone to discuss how to lift the limitations on my account. They have not yet replied to any of my latest emails as yet.
I have however added a user with all permissions to see if it will help as he is our IT expert and the one who setup the account. I'm not sure what to do as the funds are needed.
Please help or give me suggestions.

Have to keep calling:
Click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
Say "Live Agent" to the automated recording.
