How do I file a complaint against PayPal and it's agents?

I have never been so disgusted with the treatment and handling of a dispute I filed, including having the dispute put under a co-workers name even though I have the receipt to show I sent it. PayPal has been no help and every agent I speak to is either rude or disrespectful. I even had a "Manager" pretty much tell me to **bleep** off. They are allowing customers to get ripped off and are doing nothing to stop it. PayPal used to be a respectable company, but it is awful now. How do I file a complaint against them and get a US speaking representative without an attitude to assist me? I feel helpless. Is there a corporate number?

Actually, you need to file a complaint with the Federal Trade Commission (FTC). The same thing happened to us that most people have been complaining about on this community site. PayPal is not protecting buyers from scammers (in China and likely elsewhere). We lost $200 after being told by PayPal we would be refunded after receiving a $19 Game Handle, when we bought and paid for a $200 Nintendo Switch from a company in China. We sent the item back to China, have proof of mailing, sent PayPal everything they requested, and they closed our file and are refusing to address this problem. This adds up to 100s of 1000s of dollars being fraudulently stolen when you think of the number of people who are going through this at $100-$200 per buyer. It needs to stop! We have now filed a complaint against PayPal for fraud with both the FTC as well as the BBB.

They've stolen my mony by deducting currency conversion fees twice when I made order and when I cancelled the order. Only 15 seconds between these two operations.

Does PayPal ever man a phone? NO CUSTOMER SERVICE FOUND! Absolutely the worst site I've ever attempted to use. Multiple Uploads to their site just disappear! I tried uploading to messages after the response advisory. Evidently the info did not reach my dispute and PayPal denied my claim against a scammer. I no longer feel my trust in Paypal doing the right thing is justified. I'm not only disappointed but angry that Paypal approved a merchant account to a KNOWN SCAMMER. Then deny my dispute based on no response! Their approval of this retailer convinced me the retailer was legitimate at the time of my purchase.

Yep I made a couple of purchases. Vendor shipped broken dollar store crap instead of the equipment ordered. PayPal said I needed to return the items received with tracking at my expense in order to get a refund. Well items cost $30 each to buy. PayPal will pay $30 towards return shipping. Shipping with tracking even for a small item to China is over $70. PayPal tells me there is nothing they can do unless I return the item at my expense. Google it - seller must pay all expenses to get wrong items shipped returned. Also it is in PayPal’s own Buyer Protection plan. What a scam.

And even if you ship the crap back, there is no assurance you will get your refund of orignal purchase. There are people who had shipped item back and the package never got delivered (either bad address or seller refused shipment). PP stupidly waits for seller confirmation of receipt before processing refund. I can't believe a human being with intelligence wrote up these PP policies.

This seems to be a common problem judging from all the community comments. 

 

I am in the same boat.  I received only one out of the two items I paid for.  After the vendor stopped responding to me, I went through the resolution centre.  They requested a report I could not supply, as I needed the vendor's location, so I asked PayPal for this information.  I received no response to my messages, but instead they closed the case with no comment.  

 

This is very different from a previous experience with another online merchant, where PayPal were responsive and helpful with resolving the issue.  I felt that they were aware of the vendor and the issues around it, and resolution was transparent and seamless.  

 

It seems that they no longer operate in this manner.  It also seems that they either do not know about their vendors or that they do not adequately vet them.  This is very concerning and have raised this through the message centre.   I am awaiting a response from PayPal but am not holding my breathe.   So far all responses have been standardised and irrelevant to my concerns raised.

Does anyone know how to get the higher up’s number? A manager or supervisor. I have used Paypal for almost a decade and had no issues but as of today, I am officially done with Paypal. I could not stand how .... I don’t want to call names but the LACK OF KNOWLEDGE these agents have has be astonished. I have been playing monkey in the middle for 2 days straight between another merchant and Paypal customer service. The ridiculousness reaches a whole new level for me and Paypal.

My problem has fraud buyer who open case of unreceive item. I just have information of proof delivered document from Canadapost. It takes a long time response from Canadapost. I want to complaint with paypal case specialist. This buyer already receive item on 24Jan 2020 but wait in March for open case. Item was delivered in one week after leave origin country. He get my item and my refund from paypal. I know i cannot get my money back. I do everything as paypal request in my case. No one can help me. This buyer makes a fraud claim with me 2 times.

I send a new document which has proof of delivered item, paypal agent refuse it. He/She only asks for pictures of package before sending. Why document from destination post office is invalid. This document is a real answer and invalid. Paypal care only my old document and say i cannot help you.
