How do I escalate a dispute to a claim?

I logged a dispute a few days ago but the other party has not commented and who knows if they will. How do I escalate the dispute to a claim? Every where I look I'm going in loops but not able to see how I lodge a claim. Additionally I cannot seem to raise any PayPal staff as "due to covid-19" they seem to have disappeared. Can anyone help me please?
