How do I dispute a purchase made with Paypal? Get a refund

Hello, about 4-6 weeks ago I purchased a winter hat & neck gaiter from a site that flashed one of those ads on the side (bad me!). I hardly never ever do that, but I liked the product. It took about 4 weeks to arrive, coming from overseas. one of those Asian companies, but it was drop shipped by an American company.
I got the product and it was cheaply made, I was not satisfied. So I've been back and forth with the company and it looks like they're putting up barriers to accept the return. I returned it anyway to the "warehouse" thru the USPS w/ signature confirmation and notes. I have all the correspondence with them. At what point should I start to dispute the purchase with Paypal and ask for a refund? Should I wait until they receive it?

You should have opened a dispute/claim before you sent the item back.
By sending it back to the dispatch depot instead of the returns address you will probably now lose any dispute that you raise with paypal.
Advice is voluntary.
