How do I contact an actual person at Paypal about a dispute?

So I had a case with Paypal for an item not received. Paypal automatically closed the dispute because the company provided a tracking item that says delivered.

I have confirmed with Australia Post that the tracking item number was NOT addressed to me and was labelled as something else so the tracking item is not correct. 

I can't reopen the case, I can't raise a new one and I can't get an actual person from paypal on the phone or email etc.

Any suggestions on what to do?
