How do I appeal a closed decision?

PayPal closed a claim saying that had " received shipment tracking information from the merchant confirming that the merchandisew was delivered".  This cannot be the case as nothing was delivered.
How do I take this further?
Is there any way to see this alledged confirmation from the merchant?
The so-called call line was worse than useless.
