How can i receive the item when I never even received it

I filed a dispute a while ago because I didn’t receive my item. Paypal then decided to change the reason and now wants me to return the item, but how am I supposed to return it when I don’t even have it. I don’t have a phone to call and when I try to email it just keeps giving bot responses what should I do?
