How can I resolve a case with PayPal without taking legal actions

I filed a claim with PayPal and was denied because the seller provided them with a tracking number. What they didn't do was to see where the tracking number leads to and who signed for whatever was sent. There decision was based on the seller sending them a tracking number and they PayPal assumed I got my item.

I just had the same issue. I received a package, with absolutely nothing that I ordered in the package. But my claim was denied because "the seller provided adequate shipping information". I'm still out my money, don't have my merchandise, and PayPal has done nothing. After reading several comments about this practice of denying claims, PayPal seems to be as shady as some of these businesses.
