How can I refund with a permanently limited account

My new account got permanently limited 4 days ago. I am respectfully requesting that the funds of 600.32$ be refunded back to the original sender. She mistakenly sent it to me. I asked her to file a complaint but PayPal reviewed her complaint and denied the case. I understand PayPal's need for holding funds for credit card chargeback purposes, however a review of my account history shows transactions with only one user. I would like you to refund her money back to her as I am no longer in need of PayPal services.
