How can I provide documents?

I got an e-mail that requests the proof of my address. I uploaded the information before, so the paypal website shows that "Provide proof of your address" has been "Completed". I want to send or upload my gas bill, but I don't know how can I do that. There is no menu or e-mail with which I can send the information. How can I provide my gas bill?
