Horrible Dispute system process

Hello has anyone has had issues with PayPal dispute and claim process? I was very frustrated especially because they are not in my time zone and when I tried to get a refund from an item I never received their system kept on giving me the run around especially when I tried to escalate to a claim. I follow the instructions and the system will not allowed me and when tried to reach a live person via chat the automated system will not allowed me. I had to take a day off to be able to finally contact a live person after PayPal close my case for “lack of not escalating it to a full claim” but is not like I did not tried. Then I get these customer service representatives from out of the country and they give me the same script and when I asked to speak to a supervisor the customer service representative he said his name was Russel would not provide me with the opportunity to speak with a supervisor. Has anyone had a similar situation where you tried to resolve a dispute and tried to escalate it to a claim and could not because of system error. Even though they keep on telling me that their system does not make mistakes. Dealing with this was very frustrating.
