Horrible Dispute outcome and there is NO WAY to re-open it...

I order some lights from a website on Aug. By late September the items never arrived so I open a dispute. After weeks on waiting on PayPal the declined the dispute stating the shipper sent the item and there is a confirmation number. Case closed and cant be re-open.... guess the same day it was closed, the "lights" showed up.... I paid 57 dollars for a MOUSE PAD!!  and I cant file a complaint anymore... What is worst is these harsh time line that if you missed the due date that is it. 

 

Top reason I use pay pal is for the buyer protection... I guess that is not true anymore.

Paypals buyer protection is not an insurance policy, they give you 'some' buyer protection but its up to you to risk assess your own transactions.

This includes not buying tat from these China web sites or Social Media ads.
