I sent Money To a seller it got put on hold on her end she won't mail my item it's gone from my pp what do I do

If its marked as completed in your Paypal account then you have paid. The fact its pending on the SELLERS end is between them and paypal as they are new sellers.
Funds are held for 21 days BUT released more quickly if they provide a tracking number (delivery + 1 day).

Even if the funds were withdrawn to their bank account they would still have to refund if they lost a dispute. The hold is to protect PAYPAL from new sellers that don't refund so Paypal has to and then has the hassle of getting reimbursed from the seller.
Tell them that if they refuse to send then you would have to file a dispute for 'non receipt of item' and that would impact on their paypal account as they are such new sellers and the time the 'new seller hold' lasts would be extended OR they may not be allowed to sell at all.

How does this protect the Seller though? All the buyer had to do is receive the item, claim they didn’t and then get their money back. This is a terrible system that is biased towards one outcome.

If a buyer files a dispute for non receipt then all the seller has to do is provide paypal with trackable proof of delivery of the item to their paypal registered address and then the seller would win the dispute.

Simply cancel PayPal transactions and checkout with credit card or any other payment handler. I'm a seller and I give this option for all the sales. I also put warning on all PayPal checkouts that the item might be delayed up to 21 days due to the hold. Some wait, most cancel and checkout with CC.

Yep then the buyer can do a chargeback directly via their card issuer and that card issuer does not expect them to return the item either.
