I'm sorry to hear there isn't an option listed to open a dispute. Was the payment sent as a Goods and Services payment or a Friends and Family payment? If the payment was sent as a Friends and Family payment, it will not be able to be disputed for reasons of Non-receipt or Not as described, the way that a Goods and Services payment can be. That would be the most likely reason for the option to not be available.
