I ordered 4 items from a vendor on Facebook and paid through Paypal. After 2 months nothing had arrived so I sent a complaint to the resolution department to have the charge reversed.
Once the dispute was in play the vendor sends over 2 of the 4 items to create a record that confirms "shipping". The items that arrive are not what was advertised and the order is also incomplete. So.... now I have no way to update Paypal that the problem has evolved from "not received" to "partially received and not as ordered". They deny my claim. I am out my money. The scammer successfully gets paid and continues on their merry way.
