I purchased some jewelry from aliexpress but the seller sent me all wrong items..we agreed for them to return 75% of my money but PayPal has it on hold saying it's on hold until I return items...the seller and I agreed for me to keep the items and I would donate and give me a portion of my money back...why is PayPal have my my on hold?
The dispute stage of the claim is for negotiation between seller and buyer and the seller can do a part refund at any time.
Once escalated to a claim its too late for that and the ONLY option paypal gives you is a full refund on return of what you received back to the seller.
