I am sorry to know about the limited account. If it's been more than 180 days, you should have received a notification regarding account usage and should be able to get your money by following the steps mentioned in this link. If you are unable to do so, I'd recommend reaching out to our Customer Support. You can reach Customer Support by clicking Contact at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
