I have had my paypal account for months now but I was just sent money for the 1st time last week. It says my PayPal account has an available balance but it wont let me transfer the money to my bank card and when I try it keeps telling me that paypal can't confirm it's me. Also when i try calling customer service i can never get thru to anyone!!!

Have you got a linked and confirmed mobile phone on your account?
Have you linked and confirmed a bank account (not debit card) on your account?
