i paid someone money that account does no longer exist on here and wants me to send it to his new one instead think i may be getting scammed though

Then don't send? Unfortunately difficult to advise with that little amount of infomation on type of transaction / funding sources / site of item being sold etc etc etc.

Make sure you read up on paypals buyer protection so you can risk assess your transaction.
