Help with id please

My son has set up a PayPal account and he has been selling on ebay and PayPal has been taking the money. Now we want to withdraw the funds and PayPal is asking for id which he cannot provide. 

Would anyone know how I can resolve this. I have sent message to ebay and they simply do not respond.

I have exactly the same problem!!

Its a flawed system. I wonder if anyone knows what can be done as I have been sending ebay messages for over a week and no reply.
