Help with dispute

Hi just wondering if you can help me. I have been denied to open case.

I’ll give you some details.  I bought flight tickets with KLM in April. In May they cancelled my flight and there was no way to contact KLM so I have opened a case. After I opened the case they have offered me new tickets, same destination but new flights, so I have closed the case. 

Six weeks after in mid June they have cancelled this flights too and since then I’ve been trying to get a refund from them but they’ve been ignoring me now it’s nearly hundred days since I claimed refund with them, many phonecalls, chats etc and still no money. I asked PayPal to step in but they have denied my dispute. I paid using PayPal Credit. Does  anyone have any suggestions on what to do? Thanks
