[Help] Permanent limited

I have been paypal users since a few years ago. I was not sufficient for credit card making. But now I have it. And want to use paypal for shopping on ebay. I used to call the admin to open it, but he said he could not. My mistake is buying a balance from my friend's paypal account for shopping. is there anybody can help me to release the limited?

If they told you it was a permanent limitation then that really does mean permanent and they no longer want your business unfortunately.
