Help needed!

I have had a case open in the resolution center since 10/22 for an order that was placed on 9/23 and pay for via PayPal. After a month of no information from the seller, I opened a case with PayPal to get a refund. I have not heard any resolution for this and am needing some assistance on what to do from here. Is the next best thing to get in contact with my bank for a dispute?

Have you escalated the dispute to a claim? If not it times out 20 days post opening.

Also paypal does not get involved until its a claim.
