Help I have got limitations on my account

Hello Everyone,

I am trying to get off the limitations on my paypal account when I put my details in the next button at the bottom of the screen is blanked out - 

So I went onto the chat I was advised I needed to prove my identity so I was given this link to follow - 

This was the reply I got back - 

.... OK so now 2 days have passed still no email I go back onto the chat service this time I have been told you said it...

So i go to help centre section I can not find any information to input my details I go back to the chat service this is what was said -

OK so how can download anything if I CAN NOT FIND the section saying completed in the resolution area or to input my details like my passport information please let me know or an email / telephone number to contact paypal to get this resolved... I am starting to think I may close my account this is coming a massive JOKE.... thanks Paypal for wasting a lot of my time.
