Help Centre Issue RE Limitations

Hi, I signed up and logged my first "help" to PayPal in June to lift the limitations.  (It was to do with the Beneficiary Owner fields.)  That has been resolved.  Within the Help Chat I have been advised these last few weeks that it has been escalated to be fixed (within 24 - 72 hours twice over 2 x weeks) as all the information is correct and contained within the account.  I was advised not to close the chat until it was resolved. It has been closed with promises of it being fixed by another staffer. I have since logged another help message to re-open it and found a few days later that that had been deleted from my account.  I have now entered another help message although am concerned none of these are getting to the right people/high enough up.  6 x months with 2 x escalations and no result is a long time.  Is this usual?  Advise on how to get this sorted please.
