Help Center not solve the problem

I opened a case against my seller because the item was not received. That was about 6th of January 2021. The 12th of January I escalated case and still no final decision from PayPal. PayPal only changing dates of the case results. Its more then 30 days. Probably I will need to talk with my lawyer because I can't count on PayPal Help Center which is doing nothing in that case. What you suggest?
