That would be a permanent ban BUT paypal allow you to withdraw any funds from your account after 180 days.

hello thanks for your response. can i use my paypal account again after 180days? . and also if my account is permanently ban how can i withdraw the money if i don't have a bank account?

How you withdraw your funds is up to you, there are several alternatives in your country.
