Have I been Scammed by PayPal?

So I bought an Item from a seller it was damaged opened a dispute on PayPal.

 

Once the resolution with the seller was unsuccessful i escalated to PayPal.

I was told to send the item back and provide tracking information.

 

I did pay 30 euro extra to send the item back and provided the tracking number and information.

About a week later PayPal ruled that the case against me so now:

I am out of the original amount payed for the item.

I don't have the broken item as i send it to the seller on PayPal advice.

I have payed postage for the item so additional cost incurred.

 

Is this the standard policy for PayPal to literally **bleep** with customers, after using this service for 13 years i am gobsmacked....

1. Did tracking show the item as delivered back to the seller?

 

2. Did you activate the 'return shipping on us' link at some point BEFORE you made that transaction to get help with return costs and then claim them?

3. Appeal?
Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
Freephone from a UK landline or UK mobile number.
