HOW do you report fraud issues through the website that does not work?

I was alerted to a fraudulent purchase on my PayPal account and have spent the last 3 hours trying to contact anyone or open a fraud case through the resolution center website.  the website does not work, it is unresponsive and just spins indefinitely and never loads past the portion where you click on the issue to confirm.

 

What other means of contact is there to get an actual person to see a message or to get an automated reply saying that it has been received?
