hey there! I wanted to make a refund to my buyer but my account is limited and i don't see any options to email them with my transaction id.
please help!

Why do you need to send them an email?
Just click on the transaction in your paypal account and click on the refund option in that details page to refund them.
If you can't do that then they may have to open a dispute to get their money back.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
