If you are letting the buyer do pickup, you should have collected payment in cash. When you are paid with PayPal, you need to show proof of delivery.
In this case, you are really out of luck as you encounter a scamming buyer.
PayPal will do nothing, but you can do more.
If you have photos or recording of this person, you should share this information to the local police department. You can also get additional information about the buyer for the police report by trying to creating a shipping label at the original PayPal payment transaction and it will have the person full name and address to help file a complete police report.
Also, google that person up and post on social media of the scam the person is doing.
Put that person to shame!
