What does the above statement mean? I tried calling and they are closed.

An unauthorised transaction is telling paypal that your account was hacked and used without your consent.
Paypal check IP addresses and devices and decide whether they think that you made the transaction or not.
If they think you did make the transaction then the dispute would be closed.
Advice is voluntary.

So how do I escalate this? it was fraud. I didn't authorize or initiate the transaction. I've already contacted my bank and opened a fraud case with them.
