HELP WITH HELD FUNDS BEING HELD

I HAVE SOLD SOME ITEM'S ON EBAY, I DELIVERED THESE ITEM'S AND THE TRACKING NO I PROVIDED CLEARLY STATES THAT THEY WERE BOTH DELIVERED.

HOWEVER ON 2 ACCOUNTANTS THE BUYERS CLAIM THEY HAVE NOT RECEIVED THE ITEM AND HAVE OPENED A CASE, 1 WITH EBAY AND ANOTHER WITH PAYPAL, FUNDS ON BOTH SALE ARE BEING HELD.

HAS ANYONE ELSE HAD THIS PROBLEM BEFORE AND HOW DO PAYPAL NORMALLY RESOLVE THIS SITUATION IF I HAVE SUPPLIED THE TRACKING NO WHICH STATES DELIVERED WAS COMPLETED.

IF THE BUYER CONTINUES TO CLAIM THEY HAVE NOT RECEIVED THE ITEM SURELY THIS IS NOT FAIR ON MYSELF FOR PAYPAL OR EBAY TO SEND THE MONEY BACK TO THEM?
