HELP - My account locked and PayPal won't tell me what information they need

PayPal has locked my account. I had made a transaction on December 17th using a vendor who accepts PayPal to send a gift to a colleague. Two weeks ago, PayPal sent me an email asking me to verify the birth day of the colleague that I sent the gift too. When I go to the resolution center, they want me to upload a file, with no indication what that file should be. The chat support keeps telling me to look at the email they sent me and no one is responding to what exactly do I need to upload. Do I need to ask my colleague to send me his driver's license so I can upload it? Isn't that unreasonable?
Please somebody help, since for the last three days I have not been able to get any help from PayPal support.
