[HELP] I can't add prepaid card after 180 days of withdrawal eligibility

I received an email notification that I can now withdraw my funds from my limited paypal. But the problem is I can't add a prepaid card. My previous linked prepaid card right there was stolen and I have new one right now. Can somebody guide me what the best thing to do? BTW I am from philippines. Thanks in advance.
