Guest/quick checkout refund

I made a purchase through the PayPal guest/quick checkout. I did not log into my account at the time because I forgot my password but used the same email. I never received this purchase, it never shipped, and I have the receipt. I cannot use the resolution center because the purchase does not show on my account. I’ve contacted PayPal twice. What should I do to get my refund?
