Seller from China scammed me and sent me an item that was FAR from what was described. I opened a dispute but in order for me to get a refund I needed to ship back my item WITH TRACKING to china. The cheapest it would be is $58, but my item only cost $45. I sent pics of what I was supposed to get and what I actually did get and it's proof that I got scammed. It makes no financial sense to spend 58 to get back 45 but with submitted picture proof that I got ripped off PayPal should have helped. They did nothing. How can I appeal this decision?

Try PayPal at Twitter. If they are not willing to budge, open a credit card chargeback instead.
