Goods not recieved

Hi there I ordered some boots in feb and changed my mind before I completed payment. The company still took my money so I reported it and PayPal decided it was a lawful transaction and would not refund...fine...but months on I still have not received the boots despite e mails to the company which have not been answered... so I have tried to report this to PayPal but because I had already raised a dispute which was resolved the system will not allow me to raise another even though it is for something different...can anyone advise me what to do please
