I paid for goods, the supplier told PayPal they had delivered them, which they have not, no matter how many emails I sent PayPal or the supplier it fell on death ears, now PayPal have informed me I no longer have a complaint and it’s closed never again will I use this service

Seller provided proof of delivery/tracking info so you'll need to contact courier to find the whereabouts of your parcel and/or determine if the tracking info is fraudulent or not with official documentation from the courier to appeal the case with. If its a case that the item delivered was stolen from your premises then the seller has done their job as they cannot be responsible for the security of your location thus PayPal protects the seller and will rule against you.

PayPal does protect customers. The seller is a customer so is the buyer too but there are terms and conditions that have to be met as well as limitations to that protection and they can't protect everyone and everything. They're not obliged to and if they do it will be at their sole discretion. PayPal Buyer Protection is not a service or product guarantee. It even says so in the protection t&c:

Track the tracking number. There are universal package tracking sites where you enter the # and it determines the courier as well. Try 17track.net
Once you get that sorted and have evidence, customer service to speak with a dispute specialist to appeal:
- Log on.
- Click HELP at the top menu.
- Scroll down and click CONTACT US.
- Scroll down to click CALL US or other contact options.

If PayPal still doesn't budge with the evidence, then use your statutory rights (see the buyer protection link above for consumer agencies that can assist with that) or file a credit card chargeback instead.

Thanks for the information. I "tracked" the package based on the website you provided. Interesting. It suggests that the USPS placed a 42" TV (larger in the box) in a parcel locker that is only 12" wide. Does the Seller also owe the tracking site? I will check with the USPS. This should be very interesting. I will update after inquiring with the US Postal Service.

I have the same issue. They gave me no information other than a "tracking number" without the name of the company that allegedly delivered the product. They provided me no "carrier with online tracking" information as policy says Seller must provide. I did not receive "a copy of the online receipt with my signature as proof of delivery" or date of delivery (I have cameras which would show whether they delivered it). Nor was I contacted to allow me to respond to the alleged delivery proof. I just logged in to the PayPal portal see that they decided "in favor of the Seller." I have had no opportunity to speak with anyone at PayPal and they have been unresponsive to my inquiry about their decision. COVID appears to be the shield being using to avoid talking to anyone who calls in, but it would seem that exemplary customer service would warrant a callback. Do you have any suggestions about how I can get this matter resolved and expose the Seller? How do they allow a Seller to do this? It is unlikely that my case is unusual. It is likely the Seller's mode of operation. What can I do to get PP to show me the so-called proof of delivery? How can I challenge within the context of PayPal's organization if they won't speak to me? HELP!??

The same thing has happened with me on two purchases.
PayPal left us out of pocket and without the goods.
I believe sellers are doing this as a scam.

Paypal won't let me open a dispute as goods purchased 5 months ago? So how can I get my money back? the bank said its paypals fault not theirs n trying to get refund back
