Good Not Received, Dispute with seller

Hello

I purchased an item due for delivery on 24th April, it did not arrive. I've contacted the seller five times on the third email I asked for a full refund. I have raised a dispute through Pay Pal I believe I then have to escalate it, I'd rather not have to wait a further 30 days as I've already waited 15 working days and had absolutely no response from the seller. Surely I should be able to get a refund sooner that this. I'm not the one at fault.
