My cousin set up a PayPal account so I could send him funds for a medical procedure. He's not been able to retrieve the funds, and perhaps has been locked out of his account. He spent five days trying to resolve the issue with PayPal. The transfer is complete from my end, but he could never get the money I sent.
He created a second account, and I sent new funds to him through that account. This seemed to work.
The money I sent to the original account is sitting there. He can't access the funds. I can't cancel the transaction. PayPal has been no help. Any ideas on how I might get my money back?

How did you send it, ie which option did you select?
How did you fund it ie which funding source linked to paypal?
What does it say next to the transaction in your Paypal account?
1. Pending (with a clearance date)
2. Pending/Unclaimed with a cancel option.
3. Pending/Unclaimed withOUT a cancel option.
4. Payment or Sent.
5. Pending/Uncleared with a clearance date.

Kudos / Solution appreciated.

In that case it has successfully completed to the email address linked to a paypal account that you sent it to.
Your best bet is to check the email address that you used the first time and check you did not make a spelling error or typo or misplaced dot anywhere.
