Getting a guest payment refunded in France

I have a UK PayPal account and understand that under PayPal rules one is only allowed to have one account. So far, so good. When buying something (a pump costing 286€) in France, I used the pay as guest option from the vendors site & the transaction went through. The pump was never delivered & I am trying to get a refund. The bank whose card I used says that I have to ask PayPal to issue a refund. PayPal.fr won’t talk to me unless I open a French PayPal account, which I can’t do (see above).
Can an adult offer me a way out of this impasse?

If you need to open a dispute for a 'guest buyer' transaction then you can.......
1. Phone Paypal customer services and see if they will open one for you (difficult at the moment due to covid)
OR
2. Contact your card issuer for a chargeback.
Advice is voluntary.
