Hello, I started a dispute with a company because of a missing package. After weeks of them giving me the runaround (before the dispute), they said they would issue me a refund by "cannot" do so until the paypal dispute is closed. This seems wrong to me. If I close it, and they don't give me the refund, I have no recourse through paypal anymore. So, is it true that they can't issue the refund?
