Getting Code from Software Developer?

Ok weird one I think. I hired a software developer to develop a site for me. He asked ot be paid through PayPal. Sure, no problem, have a PayPal account but rarely use and have an old email that's actually deactivated associated with the account. I think nothing of it because I can send him money. We've now come to an impasse and I have asked for the code. He says he has sent ti to the email associated with my PayPal account. Um wtf? I don't get that email, why did you send it there. It's the only place he can send the code he says, to the email associated with my PayPal account. Again, wtf? What control does PayPal have over something like that? Is this guy for real or, as I imagine, simply trying to get away with stealing my money?
