How can I tell if the person I sent money to received it

It will show as PAYMENT or SENT dependent on how you sent it in the transaction details.
If they didn't get it then it would show as pending or unclaimed.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
