please kindly tell me when you will give me full access to my account. 

I waiting long time and I still can not withdraw money from PayPal, send money or payments, pay using PayPal.

please tell me when you can do this. it is very important for me because I have business and I cannot withdraw money to my account and paying.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
