Funds on hold.

I recently sold an item and the money is on hold. I updated tracking info and the package has been delivered but the package is still showing that it is shipped on the transaction. Does the buyer need to do anything as far as updating info saying the package was delivered in order for me to receive my money? Also what if the buyer has stopped responding to our message thread?

My account was placed on hold because I had my benefit pay come from the unemployment office deposit to my account which was $11,000 and they placed me on hold for 180 days what if there's anything I can do
