Frustration with Paypal

I am sick of Paypal ignoring me. I have 2 disputes open about non deliveries. In both cases, which have been open weeks, I get no response apart from the standard automated ones relating to the topic I listed my message under. Pity there is not one about Paypal quality of service. How does one elicit any sort of response from something vaguely human?

Did you escalate it to a claim?

Was it an international transaction?

Is it still a claim or has it been closed?
