Frustrated

I ordered a sun catcher from a FB seller and paid by PayPal. I never received it. The seller provided a Tracking number to PayPal. So they denied my refund. However, my local post office investigated the Tracking Number. They found out that even though it had my name on it, the package was for someone else, and was delivered to some else. This seller is somehow using bogus tracking numbers. I tried to get this information added to my dispute by could not. Now I’m out $25.00. And I’ve been a PayPal customer for years. Is there anything I can do? Thank you
