Fraudulent transaction

A fraudulent transaction was made using my PayPal account on one of my cards, it's very obvious it's fraudulent as its some low life has paid an energy bill in Italy and I'm in the uk... no way of contacting PayPal, phone lines closed and messaging service clearly closed as well. I have opened a dispute yet nothing is being actioned, when are PayPal planning on actually doing their jobs ? They are dealing with peoples finances! They keep using the pandemic as an excuse I work for a company who aren't essential and we are still operating... this is a disgrace to their customers
